Adam Kibler
TOWN OF LOCKPORT -- East Niagara Hospital-Lockport robbery suspect Adam Kibler is being held in the Niagara County Jail on $500,000 bond, according to public records.

Kibler stands accused of robbing the hospital's emergency room of prescription narcotics shortly before 5 a.m. Saturday.

Kibler had reportedly claimed to have a bomb, in addition to a pair of long guns, all of which he discarded while fleeing the hospital as Lockport Police arrived. The alleged bomb turned out to be an inert device, according to LPD.

Kibler was arrested at his home Saturday afternoon, interrogated and eventually charged with first-degree robbery.

East Niagara Hospital-Lockport has resumed normal operations, according to a statement released by the hospital.

The statement says:
(11:35 AM) Eastern Niagara Hospital (ENH) states that its Emergency Department is no longer on diversion and operations are back to normal at the facility following the apprehension of the potential suspect from this morning’s incident.
Lockport Police confirmed earlier that one person is being questioned in relation to the incident. Police did not state that the man was a suspect.

Early this morning, an armed man robbed the ENH-Lockport emergency room at gunpoint, making off with a "limited number" of prescription drugs. He then reportedly fired two shots from a long gun, although hospital officials say the shots were not fired at the hospital.

Lockport police, with the help of the Niagara County Sheriff's Office, New York State Police, and U.S. Customs and Border Patrol, locked down the city's east end while they searched for the gunman.

Lockport Police have confirmed that one person is being questioned in relation to this morning's armed robbery at the ENH-Lockport emergency room.

Police have lifted the "shelter in place" order for the city's east side and have said that Lockport residents can return to their normal operations.

Whether the person being questioned is a suspect or simply a person with potential knowledge of the incident was not relayed by LPD.

The hospital earlier confirmed that a limited amount of drugs were taken from the hospital's ER following the 5 a.m. armed robbery by a 6-foot-tall white male with two long guns. The hospital added that the guns were not discharged in the hospital. Police had said that two shots were fired. At this time, it's unclear where those shots occurred.

Eastern Niagara Hospital has released a statement to the media regarding the armed robbery of its emergency room this morning, thanking local law enforcement and stating that the shots fired did not occur in the hospital.

The hospital's statement follows in its entirety:
Eastern Niagara Hospital (ENH) appreciates the very professional and appropriate responses by the staff in its Emergency Department this morning at the time of the incident. Their actions were commendable.

ENH confirms the ED staff provided the man, who was armed, with a limited amount of drugs. There were no shots fired in the Hospital facility.

The Hospital wishes to convey to the public that all patients and staff at the facility are safe. Ambulances are on diversion at this time. The police are continuing to look for the man in the City of Lockport.

The Hospital appreciates the timely and thorough response that has been demonstrated by the City of Lockport Police, Niagara County Sheriff’s Department and all other first responders with this matter.

Niagara County Sheriff James R. Voutour announced today that additional charges have been filed against 19-year-old inmate Mariah E. Long, who escaped from Sheriff’s Office custody on Tuesday while being treated at Eastern Niagara Hospital-Lockport.

According to NCSO, Long ran from the corrections officer who was guarding her after asking to use the bathroom at the hospital. During the search of the area Long was located and was found to be operating a stolen vehicle. She was then taken back into custody.

As a result of the incident, she was charged with three felonies: first-degree escape, third-degree criminal possession of stolen property, and fourth-degree grand larceny. She was also charged with second-degree aggravated unlicensed operation and second-degree harassment -- a violation.

Long was arraigned in the City of Lockport Court before Judge Bill Watson and remanded to Niagara County Jail on $10,000 bail. She is set to return to City Court on Monday.

A female prisoner escaped police custody early this morning while at Eastern Niagara Hospital-Lockport, stole a vehicle and was eventually captured.

The incident started shortly after midnight when 19-year-old Mariah Long of Niagara Falls fled the hospital after telling police she had to use the bathroom.

Long had been arrested Sunday by Niagara Falls Police and had been in NCSO custody for only a matter of hours.

"She was having her evaluation done and needed to use the restroom," according to Niagara County Sheriff's Office Chief Deputy Michael P. Dunn, She "pushed past our corrections officer who was there and ran right for the door."

Her disappearance resulted in massive police activity around ENH and a police helicopter searching overhead.

Dunn said Long took cover inside a nearby garage and used a landline phone in that garage to phone a friend.

"One of her companions had come to pick her up," he said. "But apparently when they got to the area, they got scared and did not stay." So instead police say Long stole a black pickup truck that she had found inside the garage.

NCSO attempted to "ping" her cell phone in case she somehow still had it on her, but that had negative results. "One of the witnesses said they saw her with a phone," Dunn said. "At that point, we were looking at anything we possibly find."

They eventually did find her -- still in Lockport -- driving the pickup truck on Woodlawn Avenue shortly after 4 a.m., where she was re-apprehended and returned to Niagara County Jail.

Dunn said she is under normal security at the jail, but they now consider her to be a "security concern."

The nurses union at East Niagara Hospital have agreed to a three-year contract which calls for an 8 percent raise over the course of the deal.

The contract, which covers 157 employees at ENH-Lockport, was approved by the nursing staff nearly unanimously on Thursday. It is retroactive to April 1.

ENH healthcare workers have been at odds with hospital administration, calling for a change in hospital leadership last month. That squabble listed several concerns with the administration, but did not mention pay for nurses. It is unknown if the new contract voids the group's demands.

A call to ENH-Lockport representatives was not returned Monday evening.

Lockport Police Lt. Sal Licata was injured during the arrest of an East Avenue man Wednesday evening.

According to the arrest report, Jason M. Degnan, 37, 417 East Ave., lower apartment, had smashed a woman’s face into a car window. When police arrived to take the report, he refused to comply with officers’ directions and had to be subdued with pepper spray.

During the struggle, Lt. Licata’s right arm was injured, requiring treatment at Eastern Niagara Hospital-Lockport.

Degnan was charged with second-degree harassment, second-degree obstruction of governmental administration, and resisting arrest. He is due in City Court on Monday.

NEWFANE — A 29-year-old Lockport woman was charged with driving while intoxicated after being involved in an early-morning three-car collision in the 3200 block of Lockport-Olcott Road.

According to the Niagara County Sheriff's Office, Jackie Carlin was driving a 2006 Hyundia Elantra northbound on Lockport-Olcott Road at around 12:40 a.m. when she attempted to pass a northbound Chevy Trailblazer. While passing, Carlin's vehicle struck the Trailblazer, causing that vehicle to exit the east side of the roadway. Carlin's vehicle then continued northbound striking a southbound 2014 Acura, before coming to rest.

Carlin and three occupants of the other vehicles — whose names were not released — were treated for injuries at the scene by Miller Hose Volunteer Fire Company and other local volunteer fire companies. All four were transported to either Erie County Medical Center or Eastern Niagara Hospital-Lockport for further treatment.

Carlin was subsequently charged with driving while intoxicated, refusal to submit to a breath test, improper passing, and other vehicle and traffic charges. The Investigation is continuing by the Niagara County Sheriff's Office.

A 91-year-old man was pronounced dead at Eastern Niagara Hospital-Lockport this morning following a crach on High Street near Locust Street.

Police said they believe the crash was caused by a medical condition.

The man, whose name has not yet been released, was eastbound on High Street shortly before 9 a.m. when he lost control at the intersection of High and Locust streets, driving over the sidewalk on Locust Street, through a yard and striking the front porch of the home.

A man is in the emergency room at Eastern Niagara Hospital-Lockport following a one-car accident around 9 a.m. at the corner of Locust and High streets.

According to police, it appears that the man was eastbound on High Street when his silver sedan went through the light at Locust Street, veering slightly to the left before crashing into the concrete steps on a High Street home.

The man's vehicle had heavy front end damage and tire marks on the sidewalk and grass show that he narrowly missed hitting a tree.

Police believe the accident to be a result of a medical condition, although an investigation is ongoing. The man's identity was not released.

The silver sedan slammed into the porch of this High Street home, damaging the porch, as well as the car.

ROYALTON — One male died in a crash Saturday afternoon on Akron Road and a second man was taken to ECMC with injuries.

According to the Niagara County Sheriff's Office, multiple 911 calls reporting an injury accident in front of 8242 Akron Road came in shortly before 5 p.m. When emergency crews arrived, it was determined that one adult male in the north bound vehicle was unresponsive and pronounced deceased on scene.

The investigation revealed that the south bound vehicle slid into the path of the north bound vehicle. The adult driver of the south bound vehicle was transported to the Eastern Niagara Lockport Hospital. Shortly after arriving at Eastern Niagara Lockport Hospital that driver was then transported to the Erie county Medical Center for his injuries.

The investigation is continuing by the Niagara County Sheriff’s Office.

The name of the deceased occupant is being withheld at this time pending the notification of the family.

A 33-year-old Akron Street woman was charged early this morning with petit larceny and possession of a controlled substance after Eastern Niagara Hospital employees say she stole medical supplies.

Sarah A. Patterson, 165 Akron St., was in one of the emergency rooms with a patient around 2:15 a.m. when a hospital employee saw her take items and put them in her purse and in a cardboard box, according to the Lockport Police Department arrest report.

Patterson was taken to LPD for booking, where four Suboxone strips were found in her wallet, the report said.

She is to appear in City Court on Monday.

Lockport police arrested a 17-year-old Niagara Falls girl around 3:23 p.m. Wednesday and charged her with attempted assault. According to the arrest report, patrol had responded to Prospect Street for a report of a man who had been struck by a vehicle and assaulted. The complainant said the girl who had struck him with her car got out of her car and kicked him while he was on the ground. She then left the scene. The man was taken by Twin City Ambulance to ECMC. The woman was located by LPD walking down Hawley Street with an open pair of scissors. She told patrol, "I am going to kill the dog." She was taken to ENH-Lockport for a mental health evaluation and later transferred to Brylin Hospital.

A Niagara Falls man was charged with DWI and driving without a license Thursday night following a crash in which a car went 40 feet over an embankment.

According to the Lockport Police Department report, James B. DeLong, 30, 608 17th St., was driving at North Transit Street and Glenwood Avenue when his car went off the road and down the steep incline.

DeLong and a passenger in the vehicle were both injured in the crash. DeLong was transported by Twin City Ambulance to Erie County Medical Center, where DeLong was eventually charged with DWI. His female passenger was taken to Eastern Niagara Hospital-Lockport.

Originally, DeLong hadn't been charged — although police had determined him to be intoxicated — because he claimed not to be driving the vehicle. Further interview and investigation led LPD to conclude that he was, however.

In addition to DWI, DeLong was charged with first-degree aggravated unlicensed operation of a motor vehicle. He is slated to be in City Court on Monday.

An automobile crash Monday morning between a woman and two South Transit Street homes was not the result of drugs or alcohol, according to Lockport Police. And no charges were filed.

According to a release by LPD, officers responded to the crash around 9:04 a.m. Monday, as did Twin City Ambulance. The vehicle, driven by Jennifer L. Jacobs, was northbound on South Transit Street when it struck the curb, damaging the front right wheel, causing the car to leave the roadway and strike the front porch of 126 S. Transit St., then continue through the yard before coming to rest against the southside wall of 120 S. Transit St.

Jacobs was transported to Eastern Niagara Hosptial-Lockport by Twin City for treatment and evaluation. No serious injuries were reported.

The impact totaled both vehicles. 
A woman was Mercy Flighted to ECMC and another taken to ENH-Lockport following a head-on collision that occurred shortly before 1 p.m. on Route 31 just west of Fairfield Drive.

Law enforcement said one vehicle was turning into the driveway, crossing the path of the oncoming vehicle and causing a high-impact collision.

Gasport Chemical Hose used the jaws of life to get one female out of her vehicle. She was transported by Rural Metro Ambulance and subsequently flown to Erie County Medical Center via Mercy Flight.

Terrys Corners was called in to shut down the road and set up the Mercy Flight landing zone at their main hall.

Wrights Corners volunteers were called in for their ambulance to transport another victim to Eastern Niagara Hospital-Lockport.

TOWN OF LOCKPORT — A Lincoln Place man was arrested in the parking lot of a Transit Road gas station early Tuesday morning after Niagara County Sheriff's deputies say they found him doing heroin.

According to a report filed by the Niagara County Sheriff's Office, Scott C. Strickland, 26, 6553 Lincoln Pl., Apt. F, was found parked behind the NOCO station, 6233 S. Transit Road, around 12:38 a.m.

When patrol approached the car, they noticed a flat left front tire along with a white paint mark on the fender just above the tire. Patrol found Strickland sitting in the driver's seat with the vehicle running. He had a Canada Dry Ginger Ale soda can in his left hand turned upside down with a brown liquid substance in the bottom of the can, and in his right hand was a hypodermic syringe which was in the brown liquid substance.

Patrol opened the door and pulled the male out onto the ground and handcuffed him. The brown liquid substance fell onto the ground along with the hypodermic needle. The male was stood up and searched with negative results.

Patrol found a second syringe on the passenger front seat and a pill bottle with 3 Clonazepam pills that weren't prescribed to Strickland. On the rear passenger seat, patrol found a plastic bottle cap with a brown substance in it. Also a plastic bag was found on the front passenger seat.

Strickland told patrol that he had borrowed someone else's car so that he could go to the east side of Buffalo to get heroin.

Patrol transported Strickland to ENH-Lockport to have blood drawn, but he refused and was subsequently taken to Niagara County Jail and processed on charges of DWI, possession of a hypodermic instrument and possession of a controlled substance.

All the drug paraphernalia was secured in the property management locker with the property management form and lab request completed. Further charges pending on the lab results.

Strickland is scheduled to appear in Town of Lockport Court on Sept. 10.

TOWN OF LOCKPORT — A Tennessee woman and a Lockport woman were both taken to ENH-Lockport on Wednesday following a two-car crash on South Transit Road.

According to New York State Police, Nikki E. Ferguson, 22 of Walland, Tenn. was southbound on South Transit Road when she attempted to change lanes from left lane into the turning lane striking the vehicle operated by Audra E. Shepard, 24 of Lockport, as she was making a left onto South Transit Road.

Both vehicle operators were taken to Eastern Niagara Hospital-Lockport with non-life-threatening injuries and were released. Ferguson was issued a citation for failure to yield the right of way when entering a roadway.

Lockport Mayor Anne McCaffrey said via email this evening that the water issues Saturday at Eastern Niagara Hospital-Lockport are isolated to the hospital.
The water issue at the hospital is not a city water issue - it is specific only to the hospital. Our Water Filtration Plant on Summit Street treats city water 24 hours a day. The water leaving the plant is tested hourly for chlorine and turbidity. In addition, there are 10 distribution sample sites throughout the city where our water department staff test the water for chlorine, turbidity and bacti. The Chief Operator of the Water Filtration Plant, Pete Degnan, has confirmed to me that all of our tests are in the normal range and city water continues to be completely safe.
ENH-Lockport officials said Saturday afternoon that the water within the hospital was being chlorinated in response to a potential Legionella case. The process was expected to take a few hours.

"The public should be assured that there is no outbreak of Legionella and that the Hospital is acting expeditiously to assure the highest levels of water purity," according to an ENH press release.
