Scott Strickland
TOWN OF LOCKPORT — A Lincoln Place man was arrested in the parking lot of a Transit Road gas station early Tuesday morning after Niagara County Sheriff's deputies say they found him doing heroin.

According to a report filed by the Niagara County Sheriff's Office, Scott C. Strickland, 26, 6553 Lincoln Pl., Apt. F, was found parked behind the NOCO station, 6233 S. Transit Road, around 12:38 a.m.

When patrol approached the car, they noticed a flat left front tire along with a white paint mark on the fender just above the tire. Patrol found Strickland sitting in the driver's seat with the vehicle running. He had a Canada Dry Ginger Ale soda can in his left hand turned upside down with a brown liquid substance in the bottom of the can, and in his right hand was a hypodermic syringe which was in the brown liquid substance.

Patrol opened the door and pulled the male out onto the ground and handcuffed him. The brown liquid substance fell onto the ground along with the hypodermic needle. The male was stood up and searched with negative results.

Patrol found a second syringe on the passenger front seat and a pill bottle with 3 Clonazepam pills that weren't prescribed to Strickland. On the rear passenger seat, patrol found a plastic bottle cap with a brown substance in it. Also a plastic bag was found on the front passenger seat.

Strickland told patrol that he had borrowed someone else's car so that he could go to the east side of Buffalo to get heroin.

Patrol transported Strickland to ENH-Lockport to have blood drawn, but he refused and was subsequently taken to Niagara County Jail and processed on charges of DWI, possession of a hypodermic instrument and possession of a controlled substance.

All the drug paraphernalia was secured in the property management locker with the property management form and lab request completed. Further charges pending on the lab results.

Strickland is scheduled to appear in Town of Lockport Court on Sept. 10.
