Charges have been filed against former Niagara County Sheriff's Deputy James H. Bissell III following an investigation into a fatal motor vehicle crash which occurred on Oct. 22 at the intersection of Ridge and Plank roads.
In the crash, which occurred shortly after 7 p.m. on Oct. 22, a patrol car driven by Bissell collided with an SUV, which rolled over. The driver of the SUV, 61-year-old Glenn T. Annalora of Lockport, was pronounced dead at Eastern Niagara Hospital-Lockport, His passenger, 58-year-old Mary A. Annalora was taken to Erie County Medical Center via Mercy Flight, as was Bissell.
The following day, the Sheriff's Office put out a notice looking for potential witnesses to the crash. Bissell later resigned his NCSO position on Dec. 19.
The accident was investigated by the Niagara County Sheriff’s Office Accident Investigation Unit, the Criminal Investigation Bureau, and the Niagara County District Attorney’s Office.
Charges against Bissell include one misdemeanor -- reckless driving -- and traffic violations: imprudent speed, failure to yield right of way, and passing a stop sign. The Niagara County District Attorney’s Office opted against felony charges following their review of all the incident.
Due to pending litigation, no further information will be released at this time, according to NCSO.
