TOWN OF LOCKPORT — Two Niagara County Jail prisoners were charged with contraband and drug charges after jail officials say they were involved in a drug transaction inside the jail.

Donald R. Kraft III, 26, 2702 Niagara St., Niagara Falls, and Jacob S. Ruhl, 23, 535 24th St., Niagara Falls, were charged for the incident, which police say occurred around 3:48 p.m. Thursday.

According to the NCSO report, patrol was advised by Niagara County Jail staff that Ruhl and Kraft were involved in a drug transaction involving marijuana, suboxones, and xanax inside the jail. Kraft was reported as having handed Ruhl a suspicious item. When Ruhl was approached by jail staff he threw a bag of suspected marijuana into the toilet, which was recovered. Jail staff then searched Kraft and located suspected marijuana, four pills of suspected Xanax, and three suspected Suboxones. Kraft stated that he was dealing them and confirmed that they were Suboxones, Xanax, and marijuana.

Jacob S. Ruhl
Patrol placed both Ruhl and Kraft into custody. Ruhl was charged with second-degree promoting prisoner contraband and unlawful possession of marijuana. Kraft was charged with first-degree promoting prisoner contraband in the first degree, two counts of seventh-degree criminal possession of a controlled substance, and unlawful possession of marijuana.

Patrol transported the pair to the Town of Lockport Court to be arraigned by Judge Tillney, who set a $500 bail on Ruhl with a return date of Aug. 14, and a $2,000 bail on Kraft with a return date of Thursday. The pair were then taken back to the Niagara County Jail.

The suspected marijuana, Xanax and Suboxones were turned over to the Niagara County lab for testing.
