City workers were busy tamping down stones this morning in the northeast corner of the parking lot at City Hall.

The lot has been torn up since summer and some of the parking space has been unusable while a huge hole existed in what had been parking spaces.

While the spaces will be able to be used next week, the project — repairing a water pipe that runs below the city lot — will not be completed until spring.

Anyone hoping to park in the new Main Street parking lot today was met with barricades instead of parking spaces.

While the lower level of the new lot remains open, the upper level is closed temporarily so that masonry work can be done to the east side of the Mills Jewelers building.

The work is being done by private contractors paid by the city to repair the portion of the wall where the old parking ramp had abutted the building. The work was part of the overall parking lot project and will not cost the city anything more, according to Mayor Anne McCaffrey.

Goose Gray sits at the corner of Locust Street and Frontier Place this afternoon protesting the current condition of the former city parking lot between Frontier Place and Walnut Street.

The lot, owned by Lockport developer David Ulrich, is closed for repairs, he told East Niagara Post in August. Pocked with holes, it had become a liability, he said, adding that until he can get it repaired, he will keep it fenced off to ensure no one gets injured. He wasn't sure when that might be.

But Sub Delicious' Kim Milani said the lot being closed is hurting her business. Although there is some other parking nearby, it fills up quickly — especially with the corner lot being closed off.

Gray said he's protesting on Milani's — and Sub Delicious' — behalf. He said it will not be a one-day protest. He'll be back again, although he isn't sure when.

Asked for comment this afternoon, Ulrich said no one from Sub Delicious has called him about the lot. And as for Goose Gray's protest, Ulrich said, "I wish him well."

A downtown parking lot recently fenced off is merely closed for repairs, according to lot owner David Ulrich.

His company, Ulrich Development, which bought the lot for $50,000 eight years ago, waited until the new lot opened at Main and Pine streets before closing for repairs, he said. They had warned people that parked there regularly that the lot would be closing by posting flyers on cars.

"We waited to do maintenance on the parking lot until the ramp was open so it wouldn't be a problem," he said. "It shouldn't be an inconvenience to anybody ... and we hope it's not."

He pointed out that there is also parking nearby behind the library.

Ulrich said the repairs are necessary to prevent future litigation from anyone falling in the lot.

He was unsure of how long the lot would remain closed.

The municipal parking lot at Main and Pine streets will not be ready for use by this weekend as city officials had hoped, according to Mayor Anne McCaffrey.

The lot should be available for parking — although not yet aesthetically complete — by July 4, the mayor said this afternoon.

The new lot will have 44 parking spaces and allow for a view of the canal that had been hidden by the parking ramp that previously stood in the spot where the two-layer lot will be.

The lot was originally expected to be completed before winter but weather and equipment issues delayed it.

Work resumed today on the two-layer parking lot at the corner of Main and Pine streets as O'Regan's Blacktop of Appleton lays asphalt for the space.

City officials say it should be completed by the end of June. They hope it will be usable by next weekend for the annual Arts & Crafts festival downtown.

The Urban Renewal-era parking ramp which had stood in the same footprint as the new lot was torn down last year by Empire Dismantlement to make way for the new split-level lot, which offers entrances from both Main and Pine streets, just like the ramp had. The new lot will have 44 parking spaces and allow for a view of the canal that had been hidden by the parking ramp.

The lot was originally expected to be completed before winter but weather and equipment issues delayed it.
