The National Weather Service calls for a slight chance of rain before 1 p.m., otherwise cloudy with a high near 37. Tonight will be mostly cloudy with a low around 21.

Sunday looks to be sunny with a high near 29 and a low around 22. Monday will be partly sunny with a high near 42 and a low around 37. Tuesday, rain is likely with a high near 40 and a low around 30.

Wednesday, there's a chance of snow with a high near 31 and a low around 25. Thursday, there's also a chance of snow showers with a high near 33 and a low around 29. Friday will be partly sunny with a high near 40.

There's a lot going on at Market Street Art Studios this weekend.

It kicks off Saturday with a children's make and take class from 1:30 - 3 p.m. Sally Reid will be teaching a drop in class offering painting on canvas. The program, for children ages 5 and up is available for $5 per person.

From 2 - 4 p.m. there will be a book signing featuring authors Cynthia Storrs Cotton and Linda Brong Covell. “Snow Ponies” is featured by Cotton, while Covell will be signing “This is Our Last Cat and Other Broken Promises” Other books by these authors will available.

On Sunday the art center is holding its cookie sale from 11:30 a.m. - 4 p.m. Delicious cookies were made by contest participants and are being judged by Ellen Martin and Tom DeFlippo — who both know a thing or two about confections.  The cookies will be sold for $3 per half dozen.

A perfect pairing for cookies is a tea tasting, held from 1 - 3 p.m. Susan Truscott of Vanilla Grass will offer four different teas for customers to sample. Taste these organically grown teas and learn about their healthy benefits. She has many selections of loose tea and boxed teas.

There will also be an open house from 1 - 3 p.m. with Sharon Wertman of B-Unique Boutique on hand to show visitors her unique selection of gifts.

Lastly, those that make a $1 donation to the Giving Tree will receive a discount of up to 40% off anything in the Art & Soul Gift Shop.  Proceeds from all events to benefit Lockport Cares.

The Niagara History Center’s three sites will kick off the first weekend in December with something for everyone on Saturday. The busy day starts with the chance to do some serious holiday shopping from 11 a.m. to 4 p.m. at the Erie Canal Discovery Center, 24 Church St.

The Lock, Stock & Barrel Holiday Gift Market will offer a wide variety of locally produced treasures for everyone on your holiday gift list, including handcrafted jewelry, with custom designs available; handcrafted ornaments; homemade cookies and jams; note cards and postcards; small paintings; handmade chocolates; hand knitted hats and scarves; handmade Christmas stockings and tree skirts; decorative year-round table runners; kitchen staples like oils, vinegars, spices and dips ... and that’s just for starters.

Plus, “Mrs. Claus” herself will read to children from 1-2 p.m. and she’ll have candy canes to share. “Mrs. Claus” will appear courtesy of teacher Karen Sherwood, a member of the Niagara History Center Board and the museum’s “Step Back in Time Players.” She encourages all children ages 4-10 to enjoy her story time as parents and grandparents do their shopping.

An added bonus is free admission to the Erie Canal Discovery Center and exhibits for the day.

As always, the Discovery Center’s Lock, Stock and Barrel Gift Shop has other great gift items like books about the Erie Canal and local communities, kids’ books, Lockport items, Cat’s Meow Village collectibles, historical toys and stocking stuffers. While you’re at the Discovery Center, shop their Holiday Clearance Sale, which will run until Dec. 29 at both this location and the Niagara History Center, 215 Niagara St., Lockport.

Also on Saturday the Niagara History Center will host re-enactor Albert McFadyen as “President Franklin Delano Roosevelt” in a 1 p.m. program recognizing the 73rd Japanese attack on Pearl Harbor.

The wineries of the Niagara Wine Trail are ringing in the 2014 holiday season with their annual Holiday Happening event. Holiday Happening will take place over two weekends — today through Sunday and Dec. 12-14.

Event tickets are limited and include 3 tastes of wine at each of the participating wineries, a collectible wine glass and cork cage wreath gift from the starting location, and a different wine cork at each winery to fill the wreath (one wreath per couple).

Hours both weekends are noon - 5 p.m. Friday, 10 a.m. - 5 p.m. Saturday, and noon - 5 p.m. Sunday.

Tickets are available at the wineries for $45/Single and $75/couple. Tickets for this popular event are valid for both weekends, so attendees may have a chance to visit each winery, collect their corks and even fill stockings with local holiday shopping.

As a reminder, sales tax and transportation are not included in the ticket cost.

Re-enactor Albert McFadyen will present  “The Words of FDR” in a Pearl 
Harbor Day commemoration, Saturday in the Niagara History Center.

Acclaimed local re-enactor and actor Albert McFadyen will return to the History Center as “President Franklin Delano Roosevelt” in a special Pearl Harbor remembrance, Saturday at 1 p.m.

McFadyen’s presentation, “The Words of FDR,” will commemorate the 73rd anniversary of the Japanese attack on Pearl Harbor, Dec. 7, 1941. On that day over 2,500 servicemen and civilians (including women and children) were killed in the destruction of the base and over 1,200 were injured.

In his appearances as FDR, McFadyen uses the late president’s own words to bring past events to life.

The attack launched the United States into World War II with FDR’s “Day of Infamy” speech. As part of the program, McFadyen will recreate the speech that Roosevelt presented before Congress on Dec. 8, 1941, and will also offer excerpts from FDR’s “Four Freedoms” speech. As FDR, he will also speak about the major personalities and events of the years preceding and throughout World War II.

McFadyen uses an antique wheelchair and cane in his portrayal of Roosevelt, who was paralyzed from the waist down due to the effects of polio. Roosevelt’s familiar cigarette holder and his jaunty grin are also used to great effect by McFadyen, who has also mastered Roosevelt’s physical presence and mannerisms.

He was called by filmmaker Ken Burns to provide FDR audio to video used in Burns’ PBS documentary “Our National Parks: America’s Best Idea.” Also, in the ending credits of Burns’ latest documentary, “The Roosevelts,” he is listed in “Special Thanks” for his consultation.

McFadyen has also played FDR at numerous schools and theaters throughout the country. As an actor, he has performed in many productions at local theaters, including the Lancaster Opera House, Palace Theater, Riviera Theater and Katherine Cornell Theater at the University of Buffalo.

Admission is free for this public presentation, but donations are always accepted to assist with providing quality programs throughout the year. Plan to arrive early as seating for this program fills up quickly.

The History Center will also offer holiday-themed activities at its two other Lockport sites on Dec. 6. The Erie Canal Discovery Center, 24 Church St., will present the Lock, Stock and Barrel Holiday Gift Market from 11 a.m. – 4 p.m. This extravaganza of locally produced treasures will include handcrafted jewelry and knitted items, chocolates, homemade treats, note cards and postcards, and even story time with “Mrs. Klaus” (Karen Sherwood) from 1-2 p.m. Admission will be free.

The Just Say No! program will be held Saturday at the Lockport Family YMCA for 3rd-, 4th- and 5th-graders and is open to students from all area schools.

Registration will begin at 6 p.m. and program starts at 6:30 p.m. Students spend the evening playing games in the gym and Youth Lobby game room, swimming and enjoying a snack while participating in the monthly educational program.

The December educational program will be presented by Education Specialists from Northpoint Council. The Educational message shared with the students is designed to give them the knowledge and skills to make good decisions.

Students are encouraged to attend JSN! the first Saturday of each month and are recognized for attending three programs in one school year, JSN! shirts are awarded as recognition of the students choosing to spend their time wisely.

Parents are reminded to come into the YMCA building at the end of the night to pick up their child, as children are not allowed to leave without an adult escort. All students attending should bring swimsuit, towel and wear sneakers and play clothes. The fee the evening program is $1.00 and space is limited.

Just Say NO! program is sponsored by the Barge Canal Optimist Club and The Greater Lockport YMCA.

All activities are lead and supervised by members and friends of the Barge Canal Optimist Club. The Barge Canal Optimist Club is an active service organization who’s club motto is “Friend of Youth.” It has been providing the Just Say No! and other youth programs to students on the Lockport community for 24 years.

Niagara County’s Information Technology Department is seeking a project manager who will be responsible for wide-ranging long-term IT solutions in the county, county officials said today.

IT Director Larry Helwig termed the position “critical to the county’s success in terms of technology and computing needs.” A civil service exam for the post is set for Dec. 6.

Qualified individuals have until Oct. 1 to apply for the posting, which is set to pay between $63,917 and $82,421 per year. Those meeting eligibility requirements will be able to take the Dec. 6 written exam.

Lockport Legislator Tony Nemi, who chairs the Legislature’s Administration Committee, said he hopes the county receives plenty of applications for the position.

“The importance of computers and technology in running a government and providing the services our residents need and expect grows every year,” Nemi said.  “We need the best people, with the right training — but also independent thinkers who can find solutions that are cost-effective, and that will work long-term.”

According to the job posting, the position is “responsible for the development, coordination, implementation and administration of information technology projects or enhancements of an existing system” including “designing project plans which identify needs and define major tasks and milestones based on scope, resources, budget and personnel; determining project needs and acquires resources required for the success of the project; coordinating the development of new systems and/or application projects, the modification of existing systems or applications, or changes in current methods or techniques; and coordinating project performance with the other work of the affected department.”

Reporting directly to the IT director, the post includes supervisory responsibilities and analytical roles, as well as understanding of pricing and developing cost estimates. The post also includes long-term user support requirements.

“This is a senior member of the IT team, responsible for design, for implementation, and for long-term operation of any number of technology solutions,” Helwig said.  “But we also need someone who understands how to get results from a team of co-workers.”

Qualified individuals must have a bachelor’s degree in computer science, computer technology, data processing, information technology, management information systems, information resource management, computer programming, or a related field, and have two years full-time paid experience in the installation of microcomputer hardware and software, and the configuration of local and wide area networks, or an associate’s degree in an appropriate computing field and four years of experience.
