Joseph D. Payne, 21, 3750 Lake Ave., Apt. 2, was charged around 11:09 p.m. Wednesday with unlawful possession of marijuana and loitering at night. According to the LPD report, patrol had been called to the area of Dudley Park for a noise complaint. When they got there, they found Payne and a car full of people sitting in his parked car at the end of Chapel Street. "As patrol pulled up, a large cloud of white smoke came from the vehicle's window," and patrol smelled marijuana. Payne admitted to having marijuana on him and was subsequently charged and the vehicle was towed. Payne is due in City Court on Tuesday.

Alex J. Rosati, 39, 202 Washington St., Upper Apt., was charged around 8:46 p.m. Wednesday with third-degree assault. According to the LPD report, on Monday Rosati got into a verbal altercation with a city female that became physical. He is due in City Court on Wednesday.
