ALBANY — Gov. Andrew M. Cuomo presented his State of the State speech and proposed budget to state lawmakers today at the Empire State Plaza Convention.
The governor’s office says that Cuomo’s agenda “is designed to restore economic opportunity, improve and reform our education system, and restore the public’s confidence and trust in our justice system.”
The combined budget and social agenda “is a bold and comprehensive package of legislative reforms, state actions, and public investments that will increase opportunity for all New Yorkers and keep the State moving forward,” Cuomo’s office says.
Many of Cuomo’s agenda items have been previously announced as part of his “2015 Opportunity Agenda.”

Among the items proposed by the governor are:
- Cutting small business taxes from 6.5 percent to 2.5 percent
- Passing $1.7 billion in property tax relief for homeowners and renters
- Spending $2 billion to stabilize the state Thruway and repair roads and bridges
- Aligning community colleges with the Regional Economic Development Councils
- Allocating $150 million to fund regional priority projects and $70 million in State tax credits
- Increasing the Environmental Protection Fund to $172 million
- Allocating $25 million to the “I LOVE NY” campaign
- Raising the minimum wage
- Education reforms including increased standards, teacher evaluations and more charter schools
- Tuition reiumbursement for teachers
- Creating a $15 million Statewide Targeted Operations Response Management (STORM) online system to coordinate federal, State and local emergency efforts
- Investing $50 million in new emergency vehicles, snow plows and GPS systems
- Implementing changes to the juvenile justice system, including raising the age of youthful offender status
- Expansion of the SUNY Sexual Assault Policy statewide to include private universities
- Ensuring statewide high-speed broadband access by the end of 2018
- Doubling the New York State Venture Capital Fund to $100 million
