TOWN OF LOCKPORT — A Niagara Falls man tried to flush marijuana down the toilet during a strip search at the Niagara County Jail, according to Niagara County Sheriff's deputies.
Patrol had gotten a report that Howard D. Welch Jr., 22, 1602 Elmwood Ave., Niagara Falls, was in possession of marijuana either inside his cell or on his person. A search of his cell was negative so officers conducted a strip search, during which police observed what appeared to be a piece of paper in the fly area of his underwear, according to the report.
"Welch removed the paper and attempted to push his way past the officers to flush the contraband down the toilet," the report said. "Officers had to physically restrain Welch and recovered the paper which had an unknown amount of marijuana inside of it."
Police say that during the incident, many other inmates gathered around and it became a dangerous situation.
Welch was charged with first-degree promoting prison contraband attempted tampering with evidence, obstruction of governmental administration, and anlawful possession of marihuana. He was arraigned in Town of Newfane Court and is to appear in the Town of Lockport Court on Thursday.
He was then transported back to the Niagara County Jail where he was held in lieu of $2500 bail on the additional charges.
Patrol secured the marijuana and sent it to the Niagara County Forensic lab for further testing.
