Felicia M. Wittig, 25, 26 Walnut St., Upper Apt., was charged with endangering the welfare of a child around 9:40 a.m. Monday. According to the LPD arrest report, Wittig's children were found playing in the road Monday morning. They were taken to a family member's house to be cared for and Wittig was charged. She was arraigned in City Court.
Michael A. Clapsaddle, 39, 76 Ransom St., was charged with second-degree harassment around 10:55 p.m. Sunday. According to the LPD arrest report, Clapsaddle grabbed a woman by the hair and threatened to punch her. He was to be in City Court on Monday.
Wayne E. Budde, 62, 205 Clinton St., Apt. A, was charged with second-degree harassment on Sunday. According to the police report, Budde yelled at a woman then slapped a man in the face, scratching his neck. he was to be in City Court on Monday.
