A year after graduating from High School he and 3 buddies enlisted in the U. S. Army Air Corps. While taking primary flight training in Cape Girardeau Mo he met Ema Fae Joyce who later became his wife.  After winning his wings as pilot and B 17 training he was assigned a crew and a new B17 to be flown to England en route he diverted to Lockport for a farewell buzzing up Main St. His combat tour consisted of 35 missions over Germany. Reflecting on his military career he realized how lucky he was, asides from his close calls in combat.

After the War, Howard established HGR Developers and developed the area from Hamm Road to Suele Drive. He named a street in honor of O'Connor and he wanted to honor Neden but there was a Nedens Lane. His last development was Lincoln Woods. The subdivision was awarded a Community Beautification Citation-by The Chamber of Commerce in 1988 He also received a citation from New York Assemblyman Matt Murphy. Howard was a 30 year member of the Chamber of Commerce.
