Eighteen-year-old Josiah J. Chandler, 52 Genesee St., has been charged with second-degree attempted murder as a hate crime this morning in connection with the overnight shooting of a Lockport man.
Det. Capt. Brian Wentland said "the elements involved in the crime itself" made police classify it as a hate crime, but declined to offer exactly what those elements were. Chandler is black, while the victim Colton Baker-Durst, is white. Asked if the shooting had anything to do with the racial civil unrest stemming from Ferguson, Mo., Wentland said, no.
In addition to the attempted murder charge, Chandler is also being charged with first-degree assault and second-degree criminal possession of a weapon.
Police say they received a report of "shots fired" around 12:24 a.m. When they arrived to the area of Church and Grand streets, they found Baker-Durst lying alongside the roadway suffering from multiple gunshot wounds. He was taken to ENH-Lockport by ambulance then taken to ECMC via Mercy Flight, where he was most recently reported in critical condition.
Chandler was found by police after a brief search and taken to LPD headquarters where he is said to have confessed to the crime. He is scheduled to be arraigned before Judge William Watson this morning in Lockport City Court.
