Zachary S. Baldwin, 22, 36 Spruce St., Apt. A, was charged around 3 p.m. Monday with disobeying a stop sign and aggravated unlicensed operation of a motor vehicle. According to the LPD report, Baldwin was stopped for failing to stop at a stop sign and was found to be driving with a suspended license. He is to be in City Court on Wednesday.

Christopher M. Farrell, 34, 293 Market St., Apt. E, was charged around 5:54 p.m. Sunday with third-degree criminal mischief. According to the arrest report, Farrell was throwing snowballs at the window of a Garden Street man on Thursday, then slashed the man's tires. He was slated to be in City Court on Monday.
