A Scranton, Pa. man was arrested early this morning and charged with possession of marijuana and disorderly conduct following a complaint to the Niagara County Sheriff's Office for a disorderly person in the hallway of a Lincoln Place apartment complex.
According to the NCSO report, Matthew W. Neal, 30, was highly intoxicated and yelling in the second floor hallway of the apartment at 6555 Lincoln Pl. After being asked to quiet down and leave, patrol took Neal into custody. When Neal was searched, patrol found a small bag with green leafy vegetable matter in it, believed to be marijuana.
Neal was placed into custody and placed into the back seat of a patrol car. Neal continued to act unruly in the patrol car, according to the report, yelling, screaming and banging his head on the partition window.
"At this time patrol delivered one quick burst of departmental issued pepper spray in an attempt to stop Neal's actions," according to the report. "This made Neal even more out of control. Neal continued to yell and scream threatening patrol, and banging his head on the partition."
After a second burst of pepper spray, Neal was transported to the Niagara County Jail where he was held on $100 bail and given a Tuesday return court date in the Town of Lockport Court. The small bag of green vegetable matter was placed in the property management locker.
