John C. Devore, 27, 19 Charlotte St., was charged around 8:05 p.m. Sunday with speeding, unsafe lane change, leaving the scene of an accident and fourth-degree criminal mischief. According to his arrest report, Devore hit a fire hydrant around 3:55 a.m. Sunday on Monroe Street then fled the scene. His vehicle was towed and held by LPD. Patrol later spoke with him by phone and he turned himself in. He was slated for City Court this morning.
