Toni-Jean Hilbig, 32, 99 South St., Upper, was charged around 7:30 p.m. Thursday with second-degree harassment, endangering the welfare of a child, second-degree obstruction of government administration and resisting arrest. According to her arrest report, Hilbig was seen pushing a man by patrol while holding a baby and refused to stop. She is scheuled to appear in City Court on Monday.
Carlton E. Harris, 28, 80 Cottage St., was charged around 10:20 p.m. Thursday with aggravated unlicensed operation, failure to obey a traffic control device and unlawful possession of marijuana. According to the arrest report, Harris was seen committing a traffic infraction. When he was pulled over, he was found to be driving with a suspended license. Patrol located suspected marijuana upon searching his vehicle. He is slated for City Court on Monday.

Christina M. LeBar, 34, 48 Waterman St., Apt. 2, was charged around 10:28 p.m. Thursday with a noise violation for playing loud music in her car on Main Street. She is slated for City Court on Nov. 18.

Marquiz J. Caliz, 25, 42 Lori Lane, Gates, was charged around 1:26 a.m. with speeding and attempting obstruction of government administration. According to the arrest report, Caliz was stopped for speeding and asked to get out of his vehicle by patrol. Caliz refused to get out of his car saying "I am not getting out of the vehicle. I know my rights and you can't arrest me for a speeding ticket." Caliz eventually got out of the vehicle and was charged. He is due in City Court on Monday.
