TOWN OF LOCKPORT — A Ruhlman Road woman let a stranger into her house to light a cigarette off her stove and found the woman attempting to steal from her, according to a report from the Niagara County Sheriff's Office.

Connie Kipp, 29, 6035 South Transit Road, was charged with second-degree trespassing and attempted petit larceny around 10:24 a.m. Friday after the woman who had let her in walked into the kitchen where she was supposed to lighting a cigarette and found her holding her purse and wallet.

The complainant said she didn't know Kipp but thought she might be a friend of her daughter. She said that she left Kipp alone in the kitchen to light her cigarette for a moment and when she returned, she saw Kipp with her purse in her hands, attempting to open her wallet, which was supposed to be in the purse.

The complainant stated that she grabbed her purse from Kipp and yelled at her to leave the apartment, but Kipp refused to leave and started cursing at her. Eventually Kipp left the apartment just prior to patrol's arrival on scene.

The complainant looked through her purse and found nothing missing, but it did appear to have been rummaged through.

Patrol caught up with Kipp, who appeared to be under the influence of drugs, due to her impaired motor coordination and disoriented appearance, the report said. Kipp gave patrol a few different accounts of what occurred inside the apartment and none appeared to correct. Patrol asked her what medications she was taking and at first she stated none. Then she told patrol that she used to be addicted to opiates but she no longer takes them. She further stated that she just had money stolen from her wallet while she was at work and had no money. She then told patrol that she was taking Xanax and showed Patrol the prescription bottle, which was dispensed on Thursday for 90 pills, and there appeared to be approximately 20 left. Patrol asked Kipp about the missing 70 pills in one day and she could not account for the missing pills.

Kipp was charged and brought to the Niagara County Jail where her bail was set at $250. She was given a court date in the Town of Lockport on Thursday.
