Lockport Police charged a 20-year-old male Wednesday with third-degree assault and fourth-degree criminal mischief after the man allegedly assaulted people with a TASER at a Cottage Street address.
According to LPD, officers responded to the Cottage Street address at 4:35 a.m. for a report of males attempting to "TASE" people. While en route, they were informed that the suspects -- Russel J. Roberts, no permanent address, and another male -- had fled on foot.
Police were told that Roberts and the other man asked to speak to a female resident of the home, but were told they couldn't speak to her. An argument ensued, resulting in a male guest at the home being shot in the face with a TASER, as well as a male resident of the home being shot in the forehead with a TASER.

A 52-year-old Lockport man was charged with three counts of assault, resisting arrest, obstruction of governmental administration and criminal mischief Thursday evening by Lockport police.
According to the report, LPD was called to a Genesee Street around address around 7:34 p.m. for the report of a disturbance. When they arrived, they found a male and a female on the ground and another man ― Robert L. McClain, 318 Walnut St., Apt. 4 — approached patrol saying that the female started the altercation. He had blood on his hands and face.
Police advised McClain to place his hands on the back of the patrol car, but he refused. After several attempts of getting him to comply in vain, patrol subdued McClain with a TASER. Once he was in the back of the patrol car, he became combative again, according to the report, attempting to kick out the windows of the car and threatening patrol.
Twin City Ambulance responded to treat the two people on the ground, as well as a third. They were transported to Eastern Niagara Hospital-Lockport.
McClain is due in City Court on Monday.

A 28-year-old Niagara Street man was charged with assault, harassment and other crimes early Saturday morning at a Main Street bar.
According to the LPD arrest report, Damien D. Speck, 407 Niagara St., Side Apt., was asked to leave Lock 34 and punched two staff members while he was being escorted from the bar.
When police arrived and put Speck in custody, he “began to slam his face against the rear of patrol car 26,” according to the arrest report. In doing so, he cracked one of the windows of the car. Once he was placed inside the car, he “began kicking and thrashing in the back of the car.”
“The suspect was kicking the doors with his feet and throwing his body against the seat and the divider,” the report said. “The suspect’s actions then caused the rear window to break completely,” causing about $300 damage and causing the arresting officer to get a cut on his left upper arm while removing Speck from the vehicle.
He was transferred to another patrol car and taken to LPD, where he was given medical treatment from Twin Cities Ambulance and then taken to Eastern Niagara Hospital-Lockport.
Speck is due in City Court Monday morning on charges of third-degree criminal mischief, third-degree assault, second-degree obstruction of governmental administration, resisting arrest, and two counts of second-degree harassment.

Lockport police are still looking for the person who filmed an assault of a North Park student by two other girls Sept. 5.
"We have to try to find this guy," Police Chief Larry Eggert said.
The two aggressors in the assault have been found and charged but no one has offered up the name of the cameraman, Eggert said.
Comments on ENP's Facebook page have indicated that his identity is widely known, but no one has come forward to police with his name.
Eggert said he's unsure why no one has come forward with information and added that the person behind the camera may or may not face charges once his identity is determined.
"Merely standing there and filming ... doesn't make you an accomplice," the chief said. "It doesn't make you a criminal."

Many of the juveniles had bags full of their belongings. |
According to witnesses, the teens were found first by an unmarked Niagara County Sheriff's Office Drug Task Force team member.
"He was kind of keeping an eye on them until some marked patrol cars could get there," said Lockport Police Chief Larry Eggert.
When a Sheriff's deputy arrived and attempted to apprehend the juveniles, one of the eight began to fight with the deputy. Calls for backup went out as another of the kids joined in the fight.
Nearly a dozen police cars ended up at the scene around 3:30 p.m. Even with numbers now on their side, police had trouble with the juveniles.
"The whole dynamic changes from when you've got one person to when you've got 10 ... and that's exactly what happened here," Eggert explained.
Twin City Ambulance showed up to attend to a deputy who was injured. He was taken to ENH-Lockport.

Law enforcement showed up in large numbers. |
Whether the juveniles will return to the campus is not yet known, but Wyndham Lawn said earlier today in a statement: "Although in most cases residents who leave are returned to the campus, if it appears that a child is unwilling to remain at Wyndham Lawn or whose legal status prevents that from occurring, alternative resources will be arranged."
Eggert said he doesn't recall many violent instances with Wyndham residents.
"You run into one or two people that just don't want to go back ... but it's a fairly rare occurrence," he said.
He did note, however, that most Wyndham Lawn calls are fielded by the Niagara County Sheriff's Office.
A call to Niagara County Sheriff Jim Voutour was not immediately returned.

RANSOMVILLE — A 34-year-old Olcott man told Niagara County Sheriff's deputies early Saturday morning that he had been assaulted by three men while at a campfire at Ransomville Speedway.
The man told patrol that while sitting at a campfire, an argument started between him and three other men. He said that the three men, Alex Morris, Michael Greenwalt, and Eugene Washburn — no ages or addresses given — all started to physically beat him up by punching and kicking him several times.
Patrol observed a large cut to the back of the complainant's head as well as a large cut to his upper lip. An ambulance responded for medical evaluation and transported him to Niagara Falls Memorial Medical Center.
Morris was located and charged with third-degree assault. He was taken to Niagara County Jail and held on $500 bail. Warrants were issued for Greenwalt and Washburn to also be charged with third-degree assault.
