Dominic S. Pantano, 20, 19 Hecla St., Buffalo, was charged around 1:40 a.m. with DWI, having an open container in a motor vehicle, and a parking violation. According to the LPD arrest report, Pantano was found in a vehicle in Outwater Park after an LPD investigation into a fight in the area of Church and Washington streets. He was determined to be intoxicated, although he refused a chemical test. He is due in City Court Wednesday morning.

Constance C. Thornton, 32, 107 Genesee St., Apt. 4, was charged around 11:55 p.m. Monday with petit larceny. According to the arrest report, Thornton took a Four Loco drink from 7-Eleven on Park Avenue without paying for it. She is due in City Court on Wednesday.
