A 19-year-old East Avenue man was charged with disorderly conduct, resisting arrest and second-degree obstruction of government administration Saturday evening after Lockport police were called to a disturbance at Walnut and Locust streets.
According to the LPD arrest report, when police arrived, there were two men and two women having a verbal argument. Patrol asked the parties to stop making a disturbance but one, Charlie K. Horton-Fisher, 184 East Ave., Upper Apt., told patrol to “calm the (expletive) down,” and attempted to walk away.
Patrol deployed his TASER to subdue Horton-Fisher and called for backup as a crowd had gathered at the scene. As patrol was handcuffing Horton-Fisher, he attempted to get away and was taken to the ground by a second officer at the scene.
Horton-Fisher was taken to LPD for booking and held on $500 bail. He is to return to court this morning.
