TOWN OF LOCKPORT — New York State Troopers charged 28-year-old Douglas M. Bisher with drug charges after he was found passed out in his car in the parking lot of Tops on South Transit Road on Oct. 4.
According to a release put out by state police today, Bisher was found by a citizen, unconscious behind the wheel of his vehicle. The citizen was able to wake Bisher who then fled on foot. When patrols arrived, Bisher was found inside a local store while speaking with him, Troopers along with a Niagara County Deputy observed a hypodermic needle and a white powdery substance, later identified as Hydrocodone residue, in plain view in his possession.
Bisher was taken back to his vehicle where on the front seat additional white powder and a pill on the driver’s side floor. A further check in the vehicle turned up other hypodermic needles. He was issued an appearance ticket for charges of seventh-degree criminal possession of a controlled substance, possession of a hypodermic needle, and having a controlled substance in non-original container, and was ordered to appear in the Town of Lockport Court on Thursday.
