Stephen G. Bell, 48, 214 Spring St., was charged around 9:10 p.m. Saturday with obstruction of government administration and a bicycle equipment violation. According to the LPD arrest report, Bell and another male were seen riding bikes northbound on John Street without front or rear bicycle lights. When patrol stopped the pair, Bell put his hand into his pocket and refused to remove it, according to the report. When he finally did, it contained an unspecified amount of money. Bell then put his hand towards his mouth and swallowed. The report says that he admitted to swallowing crack cocaine. He was taken to ENH-Lockport for treatment and charged as listed. He is set to be in City Court on Monday.
