Lloyd D. Bailey, 33, 155 Washburn St., was charged around 10:50 p.m. Monday with failure to use a signal and DWI. He was to be in Lockport City Court on Wednesday.

Ridge N. Cogar, 24, 13 Harvey Ave., Apt. 3, was charged around 8:34 p.m. Monday with fourth-degree criminal mischief. According to his arrest report, Cogar grabbed a woman's arm and kicked her vehicle on Nov. 15, 2013. Police found him at his home on Monday and arrested him without incident.
