Valerie L. Doxey, 43, 294 Washburn St., upper apartment, was charged Friday with second-degree obstruction of government administration and third-degree reporting a false incident. Mary E. Beauman, 20, 294 Washburn St., apartment 2, was charged at the same time with offering a false instrument and falsely reporting an incident. According to the LPD arrest report, Doxey told police that she was confronted by a man with a gun on June 29. Beauman backed up that claim. However, a witness claimed otherwise and security footage from the Gulf Station at the corner of Walnut and Washburn streets confirmed that the man had no gun. Doxey and Beauman were arrested at their residences and charged at approximately 10:15 p.m. Friday.

Breyonne C. Manning, 21, 317 Washburn St., Lower, was charged around 12:30 a.m. with two counts of second-degree menacing. According to the LPD arrest report, Manning and three friends went to a Willow Street address intent on starting a fight. When Manning exited the vehicle she was in, she pulled out a knife and swung it at a Willow Street resident, knocked the woman's phone out of her hand, and then swung the knife at a second Willow Street resident, the report said. Manning and her three friends then fled. She was arrested and charged a short while later on Elmwood Avenue. She is slated for an appearance in Lockport City Court on Monday.

Wade T. Babcock, 26, 8428 Slayton Settlement Road, Gasport, was charged around 1 a.m. with second-degree assault and seventh-degree possession of a controlled substance. According to the arrest report, Babcock hit a San Diego, Calif. resident in the head with a beer bottle at the Davison Road Inn, 383 Davison Road. When he was arrested for the assault, police found a blue and orange pill inside of a piece of plastic. Babcock is slated to appear in City Court on Monday.

Melissa L. Rougeaux, 44, 4865 Eddy Dr., Apartment 204, Lewiston, was charged around 3:45 a.m. with aggravated unlicensed operation of a motor vehicle and unlawful possession of marijuana. According to her arrest report, police were looking for Rougeaux due to a complaint from Lewiston Police Department that she had taken a vehicle without permission from the owner. LPD found Rougeaux pulling out of a Spalding Street driveway and arrested her for driving without a license. As police were searching the car, they found a glass pipe commonly used to smoke marijuana and what was believed to be a marijuana cigarette. She is slated to appear in City Court on Monday. Further charges are pending from Lewiston Police.
